College of Education

History

The College of Education of the Cagayan State University vestige its footmark, from an elementary grade school in 1907 to an establish institution of higher learning in this part of the country.

Through P.D 1436 signed on June 11, 1978, the merging of two state colleges as a state university with other agricultural and fishery schools gave rise to the Cagayan State University. This brought about the establishment of the College of Education, with Prof. Romulo C. Ruiz as its first Dean. Hence, the continuation of Bachelor of Science in Industrial Education ( BSIEd) in Tuguegarao campus, the Bachelor of Science in Fishery Education in Aparri Campus and the Bachelor of Science in Agricultural Education in Piat, Lallo, Bukig. Gonzaga and Sanchez Mira Campuses.

The impetus for the development of the teacher education program in Tuguegarao and in other campuses was provided with the opening of the Bachelor of Secondary Education (BSED) in school year 1986-1987 and Bachelor of Elementary Education (BEED) in School Year 1992-1993 including the additional major areas and other fields of concentration. Its development is evidently traced back by the series of accreditation visits by the Accrediting Agency of Chartered Colleges and Universities of the Philippines (AACCUP). These visits began in 1994 in which the BSEd program was preliminary surveyed and was awarded level II status in 1995. The pioneer program in the college, BSIEd, had undergone 1st level survey in 1997 and was awarded level II status in 1999. In the same year preliminary of the BEEd and the 1st re- survey visit of the BSEd program was undertaken. Consequently, the BEEd program was awarded level II status in 2001 and the 1st re survey visit in both BSIEd and the BEEd program was undertaken in 2002. The 2nd re- survey visits for third level accreditation is on line.

Other highlights took part in the past, DECS Memo no. 35, s.1995 re: Adopt-A-School Program of the then Sec. Gloria was in effect when the College of Education of the different campuses adopted 2 public schools( 1 elementary and 1 secondary) totaling to 12 public elementary and secondary schools. The concept paper of this program was presented by Dr. Tomasa C. Iringan, in Bangkok, Thailand on the occasion of the International Conference on Partnership in Teacher Education for a New Asia held on December 6-8,1995.

In 1996, CSU has been chosen as one of the recipients of the Philippine, Australia Project in Basic Education (PROBE), having been selected as one of the 14 Focus Teacher Education Institutions (TEI’s) in the country after a thorough evaluation based on the selection criteria. As a PROBE-TEI, five (5) faculty members were trained for 6 months in Australia along Science, English, Math and Pedagogy. In SY 1997-1998, 6 students (3 BSEd and 3 BEEd) were granted scholarship grants under the PROBE special project with English, Science and Mathematics as the top priority major courses. The scholarship covers tuition and other miscellaneous fees, uniform and book allowance and two thousand monthly stipend for four years. In recognition of the successful implementation of PROBE activities, the College Dean was sent for a 10 day Study Tour for Educational Managers (STEM) to Brisbane, Austria in July, 1998.

In SY 1999-2990, AB-BSE/BS-BSE, a double degree program was opened. Only PROBE and accredited TEI’s are authorized to offer this new program called Curriculum Initiative for Teacher Education (CITE) hence, the college has piloted the program. Ion the same year, the college launched the Project Teacher Education Advancement Teaching Competencies towards higher Heights (TEACH) to address the demands for quality teacher education. This is along CMO No.11, s. 1999, which considers the early immersion of Teacher Education students into actual classroom situation. In response to this educational endeavor, the college implemented such in partnership with DECS.

Evidently, the need to establish linkages pre-occupied the college officials. CSU college of Education is the center for trainings and seminar along teaching methodology and other multi discipline trainings across curriculum for region 2. It has also sign a memorandum of agreement (MOA) with DECS for the adopt-A-School Program and the project (TEACH). Moreover, the college has also establish the CSU- Metropolitan Cathedral Parish ‘Home Study Program (HSP)’ re-Re-entry Education Alternative for the poor (READ for our School Youths, adults and AGGAYS (negritos) of Lasam. Likewise, the college is also a service provider for the Third Elementary Education Project (TEEP) of Kalinga (C AR). The college trough the Philippine Association for Teacher Education (PAFTE) and the State Universities and Colleges Teacher Education Association (SUCTEA) work collaboratively with other TEI’s not only in the region but also nationwide.

The advent of the year 2002-2003 witnessed the coming of more opportunities for development in the college. Trough the able stewardship of the College Dean, Dr. Tomasa C. Iringan, the college hurdled all undertakings with flying colors. The college has continuously undergone major facelifts- it could boast a fully furnished college library to cater to the academic needs of the students. Vital infrastructures and services have been in place to serve its clients better. It has an equipped Audio-Visual room, A Research and Extension Office, Guidance Center, AACCUP Center, A science laboratory and a Foods Laboratory. It also has strengthened its research activities, extension projects and production ventures.

The College of Education has chartered a name of itself trough the cooperative endeavor of the administration, the faculty and staff and the studentry. Its various activities and undertakings will soar in its historic quest for academic excellence and continued passion for quality education.

At present, the college is located in Caritan campus with more or less 2000 students enrolled in its three programs.
