Brief History

Of the seven satellite Campuses of Cagayan State University, Lasam Campus is the smallest and youngest as to its population and working force, as well as its physical plant. The Campus is situated near the heart of the town, where there are 6 Secondary High Schools as feeders of its population, aside from the nearby towns. With a total population of 37,021 from the 30 Barangays of the Municipality, Lasam is indeed so much blessed by God, particularly in the field of Education, with the existence of a State University. Thus, from its humble beginnings, CSU-Lasam Campus continually strives to provide cheap yet quality education to the people.

Despite many challenges brought about by modernization, the Campus was able to increase its population with an average of 27% yearly, now having a total number of 445 students from the three Colleges: the College of Education, College of Information Technology and the College of Industrial Technology.

Occupying a very limited land area of four hectares located near a creek, its growth as an Institution of higher learning has gone so far beyond its physical boundaries as the graduates manifest their competency and dedication in their fields of expertise, which has been proven not only within the Municipality where the graduates are employed, but in other places as well.

CSU-Lasam Campus has bigger dreams for the Lasamenios-that someday, the curricular offerings would increase, so that they need not get out of town anymore because the courses they want to pursue are offered here.

Cagayan State University at Lasam had a humble beginning. She started from the Western Cagayan School of Arts and Trades, Lasam, Cagayan by virtue of R.A. 3272. With her post-secondary courses, she was qualified to be one of the satellite campuses of the University on June 11, 1978 (P.D. 1436).

Mr. Edilberto O. Garcia, the then Head of the Vocational Department acted as the Officer-In-Charge vice Mr. Pascual M. Cagauauan Sr., Vocational Schools Administrator who was on study leave during the organization of the University system in 1978.

The Courses originally offered were: Automotive Technology; Machine Shop Technology, Woodworking Technology, Electrical Technology and Garments Technology, manned by 6 shop teachers and 4 related subjects teachers.

On June 1980, Dr. Andres R. Pasion was appointed as the first resident Campus Administrator. His untimely death brought Dr. Romeo C. Culasing as the Campus Administrator to replace him. School year 1995-1996 marked the beginning of the tremendous increase of enrolment because of the offering of Bachelor of Science in Elementary Education. The first batch of graduates garnered 50% passing rate in the Licensure Examination.

When Dr. Culasing moved to CSU at Sanchez Mira, Dr. Alfonso E. Battung took over as the new Campus Dean of CSU at Lasam.

On July 2000, Dr. Aniceto P. Balaqui of Piat was installed as the next Campus Dean until September, 2003. There were twelve faculty members and nine facilitative staff, holding permanent and casual positions.

In view of the implementation of the New Organizational Structure for CSU being a dynamic institution, the Hon. Members of the Board of Regents approved the appointment of the new set of University and Campus Officials, with Dr. Eleuterio C. De Leon as Officer-in Charge. Thus, Dr. Aurelio C. Caldez became the new Campus Executive Officer for CSU at Lasam effective September 23, 2003 to April 7, 2005.

The Search for CSU-President concluded with Dr. ROGER P. PEREZ, NCR-CHED Executive Officer IV as the new President of the University system on March 15, 2004. Consequently, DR. DOMINADOR O. TAMAYAO was assigned as the new Campus Executive Officer of CSU Lasam effective April 8, 2005 to April 10, 2006.

Again, as a result of the re-organization, some University and Campus Officials were designated. Prof. BERNARDINO M. ALLAG Jr. became the Campus Executive Officer effective April 11, 2006 to present. At present, CSU at Lasam is manned by 10 regular Faculty Members, 13 Facilitative Staff, 1 substitute Faculty Member and 5 Part-time Faculty members.

As part of the thrust of the University to intellectualize the countryside, the University President, through the Board of Regents, approved the decrease in tuition fees effective 2nd Semester of School Year 2007-2008 by 25%.

Vision & Mission of the Campus

Vision

The Cagayan State University at Lasam envisions to be the center of excellence, modernization, and development of entrepreneurial courses in science, arts and technology; likewise, it shall pursue the development of high-level professionals who shall become leaders in various technological fields needed by a dynamic society.

Mission

It is the mission of the Cagayan State University at Lasam to provide quality education and services in both professional and technological training in the field of Arts, Sciences, Education and Technology.

Brief History of the Colleges

College of Industrial Technology

The college started offering post-secondary courses namely: Automotive Technology; Machine Shop Technology, Woodworking Technology, Electrical Technology and Garments Technology, manned by 6 shop teachers and 4 related subjects teachers. These two-year trade technology major courses were offered mostly in the evening to accommodate enrollees who were employed.

As enrollment decreased dramatically in some programs like Automotive Technology; Machine Shop Technology; Woodworking Technology and Electrical Technology, these courses were closed and it was only Garments Technology which was retained, until a new major course, Applied Electronics was opened during the 1st semester of school year 1996-1997 with Mr. Bernardino M. Allag, Jr. as the first Instructor to handle the subject.

The following school year marked a tremendous increase in enrollment for electronics. The 4-year Bachelor of Science in Industrial Technology, the flagship program of the campus, was opened with 60 enrollees.

Today, the college has 149 students, all taking up Electronics as their major field of specialization. Students of this program undergo On-the-Job-Training at Texas Instruments, Phil., Inc. (TIPI) in Baguio City and NIDEC COPAL in Laguna, two big electronic companies in the country.

College of Education

The College of Education had its humble beginning in 1994 in the campus of Western Cagayan School of Arts and Trades Centro 03, Lasam, Cagayan.

The College of Education offered Bachelor in Elementary Education, English as the major field of specialization.

Through the support of the then Cong. Edgar R. Lara, CSU at Lasam acquired a 4-hectare lot campus at Centro 02, Lasam, Cagayan.

On July 10, 1996, the new campus of CSU-Lasam sprang. It was the first day of operation in its new site under the leadership of Dr. Andres R. Pasion. The College of Education building is named after him – Dr. Andres R. Pasion Hall.

Years later, another major of the BEEd program was added. BEEd – General Science became another field of choice of would-be teachers.

With the implementation of the new BEEd curriculum currently, the college adopted the Generalist curriculum.

To date, the College has 104 student-population, 1st semester, School Year 2008-2009. It has 8 faculty members.

The College continues to strive in reaching greater heights.

College of Information Technology

In 1998, Cagayan State University at Lasam opened up a learning environment for future IT professionals who would endow the appropriate understanding and utilization of Information and Communications Technology as a vehicle for global competitiveness. This was the College of Arts and Sciences which aims to cultivate young minds of the youth in preparing their future endeavors as IT professionals and to equip them with enough knowledge and skills in their chosen field. The program of the college which is the Bachelor of Science in Information Technology has initially started with 18 students. The College trailed their fruitful years of existence under the Computer Training Center which was donated by the then Congressman Edgar R. Lara. Training modules and special classes were also been offered to computer enthusiasts as well as government employees.

As years went by, significant increase in enrollment was observed. In 2001, CSU Lasam has been lucky enough to have internet connection, the first municipality of the province to have internet access outside Tuguegarao City. In 2004 the college held their first IT day with which various competitions were conducted. Such activity marked the annual IT Day observed by the college every third week of September.

In June 2005, due to the rapid growth of number of students of the college, the BSIT program was separated from the College of Arts and Sciences and the College of Information Technology was been established.

In June 2008, the College transferred from the Computer Training Center to the MACEDA Building which has been donated by the then Senator Ernesto Maceda to cater the needs of IT students for a wider, spacious and more accommodating learning environment. At present, the college occupies the largest pie of the campus in terms of enrollment with a total number of 186.

Research

The campus published a literature-research paper “Meadow Grass”. A book “Learns and Dreams” (poems) was also proposed and obtained approval for national publication. An Automated Enrollment System was developed and improved by Mr. Greg M. Ramil, an IT faculty, and is now being used by the campus and some of the other campuses of the University.

Extension

Cagayan State University is a state institution which plays a vital role in providing leadership and influence in rural development. Its Extension services, therefore, include a gamut of activities which range from increasing livelihood production to improving health, education and general living conditions of the rural people especially the depressed group in the community.

Sufficient evidence has been found to show that the income from the farm is barely enough to meet the necessities of life. There is little money available to spend and it should be spent as wisely as possible. The homemakers/farmers then must do what they can to stretch their few pesos to cover the needs of the family. How to supplement the meager income of the family is the primary consideration of these projects.

In the realization in the implementation of the different projects intended for the clienteles, the extension program established linkages with the Local Government Unit of Lasam, Cagayan; Department of Labor and Employment; Department of Science and Technology; and Department of Trade and Industry for the technical and financial aspects of the projects.
