President Gloria Macapagal Arroyo appointed Fr. Ranhilio Callangan Aquino, Vice-President for Academic Affairs of the Cagayan State University and Dean (on consultancy) of the Graduate School of Law of San Beda College, Mendiola, as a Member of the Independent Committee on the Alabang Boys' Case. The Committee was tasked with investigating allegations that Department of Justice prosecutors were bribed into dismissing the drugs cases filed by the Philippine Drug Enforcement Agency against Jorge Joseph, Richard Brodett and Joseph Tecson. It was Fr. Aquino who asked that Edu Punay, Mike Frialde, Jarius Bonduc and Ricky Carandang who had written or commented on the supposed scam be issued subpoenas by the Independent Committee. It was also he who brought to light the "fourth suspect", one Patrick Alkhoury who was never charged by PDEA because its operatives claimed that they saw no evidence against him, prompting Fr. Aquino to remind PDEA that it was not its task to determine criminal participation, but that of the Department of Justice.
