Executive Summary Accomplishment Report January-December 2008 The Cagayan State University (CSU) was established on June 11, 1978 by virtue of Presidential Decree No. 1436. Its establishment was the result of the merging of eight (8) schools and colleges in the Province of Cagayan. Its mission is to provide advanced instruction in the arts, agricultural and natural sciences as well as in technological and professional fields. The vision of the University is to have a leading edge in higher education in Region 02. The university has seven (7) campuses strategically located in the different municipalities that would cater to the educational needs of the community. The university is under the helm of Dr. Roger P. Perez assisted by three (3) Vice Presidents.
This CSU Accomplishment Report for January to December, 2008 represents the continuing achievements of the University through the coordinated effort of its stakeholders. It is grounded on the mandated core functions of the university (instruction, research, extension and production) and framed within the CSU-Medium Term Development Plan and Organizational Performance Indicator Framework (OPIF) as prescribed by the Department of Budget and Management. This is in keeping with its vision of intellectualizing the countryside by providing better access to higher education especially for the poor in the northeastern part of the country.
Operational Highlights
The most notable accomplishments of the University from January to December 2008 are the following:
Instruction
- In terms of enrollment, the last three months of the second semester of S.Y. 2007-2008 marked the first quarter of 2008 with a strong increase of +12.74% from the quarterly target in the weighted enrolled units per discipline. Overstepping previous trends, the units enrolled during summer had a notable increment of +82.42% which was manifested in all disciplines- the masteral program being the highest followed by Public Administration, Business Industry, Legal Education and Related Studies with +682% and +200% respectively.
- The university has strong scholarship and financial programs which are being delivered to provide a wider access for potential graduates. In addition, 1,223 merit scholars are also funded externally by private individuals.
- For faculty development, 63% among its members obtained their master’s and 28% of them finished their doctoral degrees- leaving 9% for those who are still taking their post-graduate studies. The university thoroughly implements the verticalization of the post-graduate studies enrolled by its instructors to ensure relevant instruction and specialization in the different branches of learning.
- As regards board examinations performance, CSU had a higher rate from the national percentage in four out five licensure examinations administered within the first six months of 2008. The College of Education (BEED/BSE) and Civil Engineering posted a 100% passing rate for 2008, followed by the College of Electrical Engineering with 75% and College of Medical Technology with 67%.
- To promote and develop academic cooperation with foreign organizations, the university linked itself with the Alliance Learning Training and Education Resources (ALTER) and Manila Business College for the MBBS Program in Medicine.
- CSU vigorously pushes the granting of accreditation status for its colleges in its 6 former centers for development and excellence which is currently in the process of reapplication.
- Cagayan State University renews its linkages with foreign institutions through educational partnerships with HCMI (Healthcare Management International) Education, ALTER (Alliance Learning Training and Education), Mega Education Consultants, Silver Peak and Manila Business College in June 2008.
- In October 26, 2008 at the CECC Center, Beijing, People's Republic of China, Dr. Roger P. Perez, the University President, delivered the inaugural lecture for the two degrees offered as off-shore courses in partnership with the Manila Business College: Master in Business Administration and PhD in Business Administration.
- Symposiums were organized through the office of the Vice President for Academic Affairs, Fr. Ranhilio C. Aquino. One of these was a lecture delivered by Dr. Cheseldeen Carmona of the Graduate School of Law and Ateneo School of Law on the topic of "Corporate Culture: Corporate Governance in Public Administrative Systems" which was conducted for the graduate students of CSU. A second seminar for Criminology students of the University took place on September 2008, this time on "Forensic Ballistics". The lecturer was the OIC Director of the Ballistics Division of the National Bureau of Investigation.
- Five CSU faculty members have recently published books in 2008. Mr. Archimedes Articulo recently released "The Experience of Philosophy", an introductory text on philosophy published by Rex Book Store. Mr. Pablo F. Narag released "Notes on the Philippine Criminal Justice System", a product of three years of teaching the subject at various colleges. Fr. Ranhilio Callangan Aquino, Vice-President for Academic Affairs, published is 6th book recently, entitled "Peace on Earth: Issues in Public International Law", the 2nd Edition of an earlier published work. Launched in June this year at the Nueva Vizcaya State University in Bayombong were two books entitled “Coursebook in Math 101 – College Algebra” written by Prof. Crizaldy Binarao and “Course book in English 102 – Writing in the Discipline” by Dr. Ian Roger M. Francisco, both printed by Trinitas Publication, along with the other writers under a special book writing project of the Association of Colleges and Universities – Solid North (ASCU-SN).
- From a steady enrollment growth rate of 12.55%, Cagayan State University had a remarkable increase of 22.93% during the second half of 2008; increasing the total enrollment from 15,708 to 19,310. Students continuously take part in shaping the University landscape through its provision of quality and relevant education to the region.
- The College of Medicine improved its enrollment by 67.86%. Attributed by the coming in of foreign students through its international partners in 2008, Filipino students in the region also took advantage of the scholarship programs being offered by the university.
- The university advanced its performance in licensure examinations in the fields of Medicine, Engineering, Medical Technology, Fishery, Veterinary Medicine and Teacher Education. In 2008, CSU was not only consistent with its increase in institutional performance, which is higher than the national passing rate, but also produced topnotchers from almost all of the aforementioned disciplines.
Administration and Personnel Development
- Cagayan State University, through its Board of Regents, approved on August 27, 2008 the off-shore programs in Hong Kong in consortium with the Manila Business College under the Hongkong Continuous Professional Education Center. The courses are: Professional Diploma in Building Services Engineering, Professional Diploma in Facilities Management, Bachelor of Science in Building Services Engineering, Bachelor of Sciences in Facilities Management. On the graduate level, the following courses will be offered off-shore as well: Master in Business Administration, Doctor of Philosophy in Business Administration and Doctor in Public and Legal Administration.
- Ladderized programs were approved by the Board of Regents in the second semester of 2008 in response to the call of President Arroyo of opening communication and cyber corridors in Cagayan Valley. Courses such as Bachelor of Science in Commercial and Industrial Communication will offer the following ladderized certifications: first year, a Certificate in Medical Transcription; in the second year, a Certificate in Call or Contact Center Servicing; in the third year, Diploma in Advertising and Promotions; in the fourth year, Certificate in Translation. Students of this course will also develop proficiency in Mandarin, Niponggo and Spanish. Preparations are being undertaken for its introduction for 2009.
- In the second semester of 2008, all colleges in CSU Carig were connected through a broadband internet connection and started utilizing this technology through online conferences. Other CSU campuses likewise participate in this type of conference which was first introduced by the Office of the Vice President for Academic Affairs.
- The new redesigned website of CSU, www.csu.edu.ph, was launched in August 2008. This project spearheaded by the MIS Team is updated weekly and receives hundreds of comments and requests from local and foreign visitors daily through the its e-mail address csu.inquiry@gmail.com.
- New reforms in the collection of fees were introduced to shorten long queues in 2008 due to the huge during the enrollment period. Proper accounting and efficient assessing of fees hastened the enrollment procedure compared to previous years.
- The MIS Team is in the final phase of the “web-based employee record system” for easier access of the records, leave credits and other personnel services.
- A draft of the Administrative Manual is in careful study of the Office of the Vice President for Administration and Business. This manual provides guidelines, procedures and prescribes the specific duties and responsibilities of all administrative personnel in the university.
- The increase in student population paved way for the hiring of new lecturers and full-time teachers in the second semester of 2008.
- Oversubscribed courses opened new classes to accommodate new enrollees. The university also maximized its facilities by holding classes during Saturdays and included night classes for those who study in the Caritan Campus.
- To strengthen the faculty line-up and the efficiency of the administrative personnel, the university sponsored numerous training and seminars, both in the local, national and international scene, which were all geared at developing the members of the academe to their fullest potential.
- The Collective Negotiation Agreement benefit was awarded to all regular employees in December 2008 during the University Christmas Party.
Research
- For CY 2008 Ist & 2nd QTRs, 2 of R&D Office research outputs were published in the Bannawag Magazine and the Manila Bulletin- Agriculture, while one research output is to be published in the national journal Marine Digest.
- Six (6) papers were presented in a national forum/conference from January-June 2008. On the local forums, the usual trend of presentation is on the 3rd QTR of the year. For the institution’s invention patented, the technology on Shrimp Cake is in its final phase and is expected to be ready on the 3rd QTR of this year.
- Five (5) implemented researches for CY 2008 were funded by other agencies to support their completion. These supporting agencies include DOST- (Coconut Project at CSU Sanchez Mira), Development Bank of the Philippines (DBP)- CSU-DBP Agro-forestry Project at CSU-Lallo, the Commission on Higher Education(CHED)- CSU Graduate Tracer Study based at CSU Tuguegarao, just completed this June 2008, and the Crabling Hatchery in CSU Aparri.; and Rice Production Project funded by PHILRICE. A project proposal on Vegetables is in the works which shall to be funded by PCARRD this last QTR of this year.
- A total of 32 research projects were internally funded by the University. These researches are under the different priority areas of the university and in consonance with the priority areas of the government and non-government agencies. One of these researches has been completed while the others are either on-going or newly conducted.
- The Research Office conducted the search for the CSU Best Undergraduate Theses. A total of 33 undergraduate these were presented / evaluated last March 2008. These were classified into 3 sectors/groups i.e. Agriculture/Biological/Fisheries; Physical sciences; and Social Sciences. All winning papers were published in the University Research Journal.
- A total of 19 conferences/workshops and meetings were attended by the research staff and faculty for the 1st and 2nd QTRs of CY 2008. Eight of these were conducted by the R&D Office.
- CY 2008 3rd and 4th QTRs, the R&D Office were able to present 1 paper for International forum 3 papers for national level, 1 pare presented in regional level and 19 papers were presented locally or during the CSU In-House Review and Evaluation of Completed and on-going Projects (Tables 1,2, & 3).
- For the Institution’ invention patented, the technology on Shrimp Cake is finally patented 3rd Quarter of 2008.
- For the 3rd and 4th QTRs of CY 2008, the R&D Office continued to implement and monitor Special projects funded by DOST (Coconut Project at CSU Sanchez Mira), Development Bank of the Philippines (CSU-DBP Agro-Forestry Project at CSU Lal-lo), Commission on Higher Education(CHED) (Crabling Hatchery in CSU Aparri), PHILRICE(Rice Production Project at CSU-Gonzaga), the Organic vegetable Project by PCARRD which is already approved for implementation this 2009 and the a social research project entitled “Policy Research on the State and Future Supply and Demand for Agriculture, Fisheries and Natural Resources (AFNR) Graduates in the Philippines ‘ which is also be implemented this 2009.
- A total of 32 research projects internally funded by the University were continually monitored by the R&D Office for 3rd and 4th QTRs CY 2008.
- A total of 32 conferences/workshops and meeting were attended by the research staff and faculty for the 3rd and 4th QTRs. Seven (7) of thees were conducted by the R&D Office.
- A research paper on “The Impact of Kusroshio Intrusion Along Luzon Strait on Selected Marine Organisms in Palaui Island, Sta. Ana, Cagayan “ won first place for Best Paper for Development during the 13th Annual R&D Commodity Review and Planning Workshop for Fisheries cum Techno-Roadshow on November 12-14, 2008 at Panagasinan State University, Lingayen, Pangasinan .
Extension and Community Services
- A total of 1,300 clients/beneficiaries participated in the different trainings and seminars conducted by the different units in the university. There are at least twenty (20) trainings conducted within the period and most of the trainings were based at the LGU or the specific communities identified by the units of the university.
- Under the Techno Gabay Program, there are six (6) municipalities who are now implementing the program which has four identified major components namely; the establishment of the Farmers Information Technology Services Center (FITS), Science and Technology Based Farm (STBF), Magsasaka Siyentista (MS) and Information and Communications Technology (ICT) Development.
- The Technology Commercialization Project has seventeen (17) initial cooperators who are unemployed graduates of agriculture and related courses. The beneficiaries identified by the different campuses have implemented at least three (3) commodity focus namely vegetables, mushroom and legume production which were recommended by experts as viable technologies for commercialization.
- The Micro-Enterprise Development Project is in response to the gender and development advocacy. There are at least seventy five (75) women trained and given technical and financial assistance on entrepreneurship during the period.
- There are currently six (6) on-going campus/college-based adopted / assisted communities. Activities and services rendered by the university to the pilot communities are comprehensive and integrated and focused along the expertise of its faculty in different disciplines;
- There are five (5) on going radio broadcast programs handled by units in the university. These programs complement the different information and technology dissemination activities. Also, the Office of Extension initiated the production of five (5) IEC materials distributed to the different FITS Centers and to other clients served by the programs of the university.
- The Office of Extension continuously gave assistance to 50 active mushroom growers during the period.
- The Office of the VP for Research and Extension is establishing a community radio at Lagum, Penablanca, Cagayan.
- Close to 1,500 partner clients benefitted from the non-degree trainings conducted by the different units of the university along its fields of expertise. There are at least 30 LGU/community- based trainings in response to the identified needs of assisted partner communities.
- The university through its linkages with various agencies and other stakeholders has assisted in the establishment of ten (10) LGU- based Farmers/Community Information and Technology Service Centers (FITS) which provide science and technology based information to a wide range of target audience in the service areas of the university.
- The Literacy Program called Home Study Program – Re-entry Education Alternative for the Poor has expanded to at least fifteen (15) depressed, deprived and underserved communities. The program has tapped faculty, students and community volunteers to conduct the regular tutorials for non-literate out-of-school youth and adults in the different established learning sub-centers to prepare them for accreditation.
- Under the Technology Commercialization Program, at least two Science and Technology Based Farms are initially established in two (2) municipalities within this year to showcase commodities using science and technology interventions for identified commodity focus and targeted to expand this year to other municipalities in the province with due consideration on developing package of technologies for major commodities.
- Under the Gender and Development Advocacy, there are three (3) centers composed of 120 women assisted on livelihood and entrepreneurship. The Micro-Enterprise Development Program caters to women assisted through various trainings on livelihood skills development, entrepreneurship, product development and other need-based trainings.
- The Coconut Development Program for poverty alleviation is piloted in coconut growing communities of northwestern Cagayan as a special project in collaboration with the Department of Science and Technology.
- The program includes technology transfer on rehabilitation and establishment of coconut farms, processing and value adding for various by products of the commodity. Technology transfer activities for organic fertilizers, processed foods, textiles and handicrafts are implemented in coconut growing municipalities.
- There are six (6) continuing projects on “ Asssist A Community” an action project using the strength of various disciplines of the implementing unit. This specific approach seeks to address immediate problems of communities using existing organizations and individuals as partners in implementation. Most community concerns revolve around poverty alleviation, food security, employment, environmental concerns, health and nutrition and food production.
- Information dissemination is carried out through print and broadcast. The Office of Extension through its capability building program sponsored a training on Instructional Materials Production for extension program implementers mostly participated by extension workers from the LGU. The are two (2) regular radio broadcast handled by the College of Arts and Sciences and the Office of the VP for Research and Extension.
- As part of the communication support to extension programs, the Office of the VP for Research and Extension has obtained requirements needed for the establishment of two (2) community radio stations.
Faculty involved in extension attended trainings for continuous capability building.
Infrastructure and Physical Development
- The university consistently undergoes its structural rehabilitation phase with new buildings and educational facilities in its seven campuses for 2008. This undertaking was sourced out from the General Fund 101 and supplemented by the Special Budget 164 generated from the collection of fees from students and income from other business operations.
- The academic building at CSU Caritan faces its nearing completion after the final phase of construction started in the second half of the year. The surrounding area was landscaped and cemented facing the grand athenaeum entrance of the campus. The mini-gymnasium of the university likewise underwent a facelift in 2008 and is used primarily for school functions and an income generating project as well through renting agencies.
- The university purchased a new vehicle for its operations (STAREX Gold) and heavy equipments (Back Hoe and Truck) for the strengthening of its agricultural programs and agriculture-based income generating projects.
- New furniture and fixtures were delivered and installed in classrooms and offices in all campuses of the university.
Books amounting to 140,000.00 were purchased from July to December 2008.
Production
- Some non-performing/losing projects were closed as a result of the continuous monitoring and evaluation. Decisions were also made for some projects to be converted into other module types expected to have higher income potential;
- In relation to this, IGPs were identified per campus to be maintained and/or expanded for operation next year;
- Income performance was improved by intensified collection of receivables in the different projects; and
- The University has started the implementation of a net profit sharing scheme to motivate and further boost the morale of the faculty and personnel involved in IGPs. This will also serve as a wake-up call to those unproductive ones to act and help towards generation of additional income for the University.
Financial Performance
- The university is operating with a regular budget of P158.8 million from the General Fund 101, and supplemented by the Special Budget Fund 164 of Php42.2 million which was internally generated from the collection of fees from students and income from other business operations.
- From these allotment releases, only 77% was utilized and 55% from SBF 164. The unutilized portion of the Special Budget was already earmarked to cover Structure Outlay requirements for July, 2008.
- Revenues through linkages increased Trust Fund to Php4.6 million of which 83% was utilized.
- Fiduciary fund revenues reached Php5.3 million, of which 48% was utilized.
- Through university’s efficient system in the collection of fees, the safeguarding of business income collections, coupled with the increase in student enrollment by 17.7%, the university was able to generate a total Income of Php55 million, which is 39% over and above income recorded at the same period last year.
- Various office equipments were procured from General Fund release of Capital Outlay amounting to Php.7million like: Faculty tables, desktop computers and tablet armchairs. Investment outlay for Php1 million for the “Community-Based Pilot Coconut Industry Project” was given priority specifically the procurement of the equipment requirement of the said project.
- Utilization of the SB Fund was attributed to Equipment of Php4.7 million, structure outlay of Php14.7 million, and the rest was used for land development and other investment projects. Listed expenditures also include the acquisition of a 25-seater mini bus for the Income Generating Project of CSU Lasam; 1 Toyota Land Cruiser for CSU Aparri; and the purchase of 1 unit backhoe for CSU Tuguegarao.
