As part of its onboarding and capacity-building initiatives, Cagayan State University (CSU) conducted a Seminar on Administrative Operations and Laws Governing Public Officials and Employees on January 15, 2026, at the Claude Andrews Convention Center.
The seminar aimed to enhance participants’ understanding of CSU’s administrative structure, legal and ethical obligations in public service, due process in administrative complaints, ease of doing business requirements, and essential financial procedures.
Chief Administrative Officer Ramon Henry Peregrino O. Kanapi discussed the administrative structure of CSU, including the University and Administrative Codes, as well as rules on leaves and leave credits.
Administrative procedures in administrative complaints, particularly under the Revised Rules on Administrative Cases in the Civil Service (RRACCS) and Committee on Decorum and Investigation (CODI) cases, were presented by Dean April Gayle U. Soller. Atty. Arjay L. Pando provided an overview of R.A. 3019, R.A. 6713, and related jurisprudence governing ethical conduct in public service.
University Consultant Fr. Ranhilio Callangan Aquino discussed the mandates of the Anti-Red Tape Authority (ARTA), relevant provisions of the Administrative Code, and related jurisprudence.
The final session focused on financial operations, with Vice President Theresa B. Dimalanta and Mr. Alvin U. Alisasis discussing the preparation of PRs, PPMPs, and budgeting and budgetary concerns.
