CSU STRENGTHENS PERFORMANCE MANAGEMENT THROUGH SERIES OF SPMS CONSULTATIONS AND MEETINGS

Cagayan State University, through its University Planning and Development Office, conducted a series of consultations and meetings in March 2026 to strengthen the University’s Strategic Performance Management System (SPMS).

The activities began with an online consultation on March 11–12 via Zoom, where faculty and administrators reviewed the Proposed Core Function Performance Indicators for Faculty Members to ensure alignment with the University’s mandates in instruction, research, and extension.

On March 12, the Technical Working Group (TWG) for the implementation of Stage IV of the SPMS met at the UPDO Office to discuss operational guidelines and preparations for Performance Rewarding and Development Planning, a phase that recognizes employee performance and supports professional development.

The consultations culminated in a meeting of the University Performance Management Team (UPMT) on March 16 at the Office of the President Conference Hall. During the meeting, the UPMT approved the guidelines for the implementation of Stage IV of the SPMS Cycle through the grant of step increments, in accordance with Department of Budget and Management–Civil Service Commission Joint Circular No. 1, Series of 2012.

The team also approved the adoption of the proposed faculty performance indicators, the revision of the University SPMS, and received updates on the SUC Levelling results.

Through these initiatives, CSU continues to strengthen its institutional mechanisms for performance management, ensuring accountability, excellence, and continuous professional development among its faculty and personnel.
