The Government Procurement Policy Board–Technical Support Office (GPPB-TSO), in partnership with Cagayan State University (CSU), conducted the New Government Procurement Act (NGPA) Training Caravan from March 24 to 26, 2026, at the CSU Claude Convention Center, Andrews Campus.
Ms. Ludivina Potot, Chief Budget and Management Specialist, and Mr. Reynaldo Villon, Supervising Budget and Management Specialist, shared their expertise on the key provisions of RA 12009, also known as the New Government Procurement Act. Their sessions equipped participants with practical strategies for effective procurement management, from initial planning to final contract implementation.
The three-day capacity-building initiative gathered 188 procurement practitioners and officials from State Universities and Colleges (SUCs), National Government Agencies (NGAs), and Local Government Units (LGUs) across Region II.
RA 12009, an act revising RA 9184, provides a framework anchored on transparency, efficiency, accountability, sustainability, and innovation, introducing flexible procurement modes, strategic planning, digitalization, and value-for-money approaches to ensure more effective and inclusive use of public funds.
