DEPDEV CONCLUDES RIAC 2026 WITH KNOWLEDGE SHARING SESSION AT CSU

After five days of intensive learning, collaboration, and field exposure, the Department of Economy, Planning, and Development (DEPDev) Luzon Regional Offices successfully concluded the Regional Investment Appraisal Course (RIAC) 2026 through a Knowledge Sharing Session hosted by Cagayan State University (CSU) on April 17, 2026.

The culminating activity gathered participants from DEPDev regional offices in CAR, Regions I, II, III, CALABARZON, MIMAROPA, and Bicol Region, along with representatives from the DEPDev Central Office, the United Nations Development Programme (UNDP), and CSU faculty members.

During the session, CSU presented key development initiatives, including the Land Use Development and Infrastructure Plan (LUDIP) by Engr. Matthew Miguel H. Custodio, proposed Public-Private Partnership (PPP) projects by Dr. Ian Roger M. Francisco, and emerging electromobility technologies for regional investment by Dr. Florentina A. Dumlao.

The event featured messages from university and DEPDev officials. Regional Director Dir. Dionisio C. Ledres Jr. expressed his appreciation for CSU’s warm hospitality and highlighted the significance of the training in strengthening competencies in project evaluation. A message on behalf of Undersecretary Joseph J. Capucino was delivered by OIC Assistant Regional Director Calixto Mangilin Jr., who emphasized the importance of investment appraisal in ensuring efficient and well-justified public spending.

In his message, Dr. Arthur G. Ibañez, Officer-in-Charge of CSU, expressed his appreciation for DEPDev’s partnership, noting that the University’s goals are aligned with those of the agency. He also shared CSU’s future initiatives, including the development of dormitories across campuses, the establishment of solar farm projects for board approval, and plans for a golf course, which will form part of the University’s Income-Generating Projects.

The session also included an open forum with stakeholders, fostering collaborative discussions on regional development.

The program featured cultural performances by the Athena Performing Arts Bureau, Athena Rondalla and Saliw Athena Chorale, and the Balik Tanaw Dance Troupe, showcasing CSU’s vibrant artistic community.

The activity was initiated by the CSU University Planning and Development Office (UPDO), spearheaded by Dr. Ian Roger M. Francisco, in collaboration with CSU Andrews Campus under the leadership of Campus Executive Officer Terence Alfred Tejada. Also in attendance were University Vice Presidents Dr. Mariden V. Cauilan, Dr. Theresa B. Dimalanta, and Dr. Audy R. Quebral, along with other university and campus officials.
