FIRST QUARTER PHYSICAL, FINANCIAL ACCOMPLISHMENTS HIGHLIGHTED IN PERFORMANCE REVIEW

The 2026 First Quarter Physical and Financial Performance Review initiated by the University Planning and Development Office headed by the UPDO Director Dr. Ian Roger M. Francisco, was held today, April 15, 2026 at the OP Conference Room, marking a critical juncture for Cagayan State University as it rigorously evaluated its progress for the first three months of the year.

This comprehensive session was far more than a routine meeting; it served as a strategic "pulse check" to ensure that every administrative and academic move aligns with the university’s mission of global excellence and social responsibility.

Under the leadership of Arthur G. Ibañez, PhD, OIC-University President, the activity fostered a culture of radical transparency, where the transition from morning protocols to intensive campus presentations highlights a collective commitment to accountability and data-driven growth.

The heart of the review lay in the detailed reporting of planning officers, budget officers and accountants from nine distinct campuses--Solana-Lara, Sanchez Mira, Gonzaga, Lasam, Aparri, Piat, Lallo, Carig, and Andrews--each laying out their physical and financial accomplishments.

These reports were subjected to the keen scrutiny of a high-level Panel of Reactors/Reviewers, a diverse group of experts including Dr. Mariden V. Cauilan (VPAA), Dr. Theresa B. Dimalanta (VPAF), Engr. Audy R. Quebral (VPRDE), represented by Dr. Charmie S. Calvo and Dr. Ana Marie Cristina C. Cauilan (VPIPRM), represented by Dr. Kristinne Joyce A. Lara, alongside university directors and specialists in instruction, quality assurance, research, development and extension, and administration and finance. This panel acted as a "critical friend," offering the necessary friction to turn raw data into actionable insights that will refine the university's trajectory for the remainder of the fiscal year.

The importance of this activity cannot be overstated, as it allows the university to identify bottlenecks and implement course corrections in real-time rather than waiting for year-end evaluations. By reconciling Performance-Based Bonus-General Appropriations Act) (PBB-GAA) physical and financial targets with actual accomplishments, CSU ensures that it remains a faithful steward of public funds while maintaining high standards of service delivery. This proactive approach bridges the gap between planning and execution, ensuring that the university’s vision is not just a statement on a wall, but a lived reality across all its campuses.

As the session concluded with a closing message from Dr. Theresa B. Dimalanta, the CSU community emerged with a clearer, more unified roadmap toward sustainable development and academic leadership.
