The newly elected officers of the University Student Council Federation (USCF), the highest student governing body of Cagayan State University, formally took their oath of office before Officer-in-Charge President Dr. Arthur G. Ibañez on June 17, 2026.

Leading the federation is newly elected Student Regent Hon. Julius Ceazar C. Balayan, together with the campus student council presidents and federation representatives from the different CSU campuses.

In his message, Dr. Ibañez assured the new Student Regent and the federation of the University's continued support, emphasizing the crucial role of student leaders in representing the interests and welfare of more than 45,000 CSU students.

He encouraged the new officers to remain fair, objective, and responsive to student concerns, particularly during Board of Regents deliberations, while developing not only leadership competencies but also management and administrative skills essential for future service.

Outgoing Student Regent Hon. Kyle Aron T. Tan challenged the new set of leaders to remain student-centered in their decisions and initiatives, stressing that effective student governance is measured not by the number of resolutions passed but by the positive impact and culture it leaves behind for the student body.

“It is love for the students that must drive us to act…Support our administration, who shares this burden with us. Be competent. I know you will surpass all of us,” he said.

Accepting the responsibility entrusted to him, Student Regent Balayan pledged to remain grounded and committed to listening to the voices of students, emphasizing that leadership is not about titles or authority but about genuine service and collective action.

“Let us all remember that we shall all remain grounded. Nandito tayo dahil pinagkatiwalaan tayo. It's not merely because of our skills, but it is because of the students who entrusted everything to us,” he said.

Following the oath-taking ceremony, the USCF, along with their respective advisers, convened for an operational planning session to align organizational priorities, map strategic goals, and draft the General Plan of Action (GPOA) for SY 2026–2027.
