Cagayan State University and the Department of Information and Communications Technology (DICT) Regional Office II formally strengthened their partnership through the signing of a Memorandum of Understanding (MOU) today, July 7, 2026, to collaborate on information and communications technology (ICT) capacity-building initiatives.

The partnership seeks to develop and implement ICT capacity-building initiatives designed to enhance employability, promote career progression, and bridge existing skills gaps among students, government personnel, marginalized sectors, MSMEs, and the ICT industry.

Cagayan State University and DICT II will work together in exploring programs on upskilling and reskilling, expanding employment opportunities through job matching and placement initiatives, and establishing collaborative activities responsive to evolving industry requirements.

The agreement was signed by the Officer-in-Charge University President, Dr. Arthur G. Ibañez, and DICT Assistant Secretary for Infostructure Management and concurrent DICT Region II Director Pinky T. Jimenez and witnessed by DICT Assistant Regional Director Atty. Jeoy G. Laverinto and CSU Director for Special Projects Dr. Charmie S. Calvo
