Some leaders are entrusted to manage institutions. Others are called to move them forward. And there are those whose leadership becomes woven into the very story and identity of the institution they serve.
Since assuming the helm of Cagayan State University in 2024, you have led the University through one of its most remarkable periods of growth and transformation, earning not only the respect of the CSU community, but also the affection of many who have come to regard you as a father figure of the University.
Under your stewardship, Cagayan State University has reached milestones that speak of a University steadily rising: producing 84 national topnotchers, welcoming more than 45,000 students, celebrating its largest graduating class of over 8,000 graduates, expanding its academic and administrative workforce, strengthening its financial position, investing in infrastructure, building strong international partnerships, advancing its global standing, and achieving historic accreditation milestones.
The University's progress has also been reflected on the global stage. Cagayan State University advanced from 221st to 174th worldwide in the World University Rankings for Innovation (WURI), earning recognition in 17 ranking categories, while homegrown innovation through CSU eMobility brought national recognition to the University.
But beyond these numbers is something more important: the people whose lives have been changed by the opportunities your leadership has helped create.
From students gaining access to quality education, to faculty and administrative personnel being given opportunities to advance, to communities looking forward to a wider CSU presence, your leadership continues to open doors.
The recent oath-taking of 89 newly hired and promoted CSU employees, with more positions still to be filled, is another reminder that your administration continues to invest in people and their potential.
Your leadership has carried forward dreams that began before your administration, including the continuing pursuit of the CSU Baggao Campus, an initiative that seeks to bring accessible and affordable higher education closer to communities that need it most.
And perhaps this is what makes your leadership especially meaningful to all of us. You have not simply led an institution. You have helped nurture a community.
On your special day, we offer our deepest gratitude. Thank you for being a leader who looks beyond today, a mentor who sees potential, and an administrator who creates opportunities. And most of all, thank you for being a father to the CSU family, one who continues to nurture, challenge, protect, and believe in the institution and its people.
May God bless you abundantly with good health, wisdom, strength, and many more years of purposeful service.
